The Development of Housing Policy and the Welfare States in Singapore: At the Era of Lee Kuan Yew and Goh Chok Tong

Abstract
Housing system in Singapore was designed by the PAP government under the premiership of Lew Kuan Yew and the government was committed to building and managing the public housing sector. The government aimed to support economic development plans by building a public housing sector, in which most of the population could be accommodated and own houses. To achieve the goal, Lee`s government helped families to own public flats with the provision of public flats and consumer subsidies. Meanwhile, the government controlled the public sector with the various regulations. The following Goh Chok Tong government made housing reforms mainly by upgrading old flats and common facilities in the public sector, and privatizing the HDB mortgage. This study argues that the reforms were basically incremental to improve the minor problems, not so radical that they would lead a fundamental shift in housing system. In addition, this study identifies the new relationship between home ownership and the welfare institutions, which had been structured in the Singaporean context. This relationship differs from the one raised by Kemeny and Castles in the Western context. However, the nexus formed by the PAP government is in a dilemma, given the large shares in the CPF savings were withdrawn for the purchase of public housing and other social safety nets are underdeveloped.
